The big issues now is not construction cost but environmental stability. Communities do not want the {noise, freaks, traffic congestion, punks, beer coolers, ...} around. To maintain the harmony, a track has to be developed in less populated areas, and away from the resturants, lodging, gas stations, freeway on-ramps and such.

Remember too any race operation is really a lot of wasted space when it is not in use. A developer can make more money splitting up the space and building condos and such. That is why tractor pulls, concerts and such are booked in.

Once the site is constructed, libility insurance must be paid. Come to think of it, how do we know the tracks are insured?
