Define "roll the tires".

What's the stall speed of the convertor?

Disconnect and plug the vacuum to the distributor, attach a vacuum gauge to manifold vacuum, and at idle, advance the timing until the vacuum gauge stops rising. Retard it until the gauge falls .5" (the numbers on the vacuum gauge are inches of mercury, so .5" means half a number. ie: if it goes as high as 18", retard it to 17.5"). Reset the idle speed, and then the idle mixture.

The accelerator pump lever rides under the pump diaphram on one end, and ontop of the pump cam on the other. The pump cam sits on the primary throttle shaft, and is attached with a screw. The screw will be in one of two holes, marked 1 or 2. If it's in 1, move it to 2.

What happens when you drive it? does it just starve on top?

Have you checked your fuel pressure?
