We had the same problem; relay wasn't the problem. It was
actually the horn switch on the steering wheel. Take off the horn cover and you'll see two copper plates with some foam sandwiching between. The foam insolates the two copper plates. When you push the horn it compresses the foam and two copper plates touch causing circuit to close and horn blows.

In our case the foam was shot and I simply went down and bought some foam and cut small pieces up and used hot glue
to put in place. Horn works great now!

The horn relay is under the dash I believe if that doesn't work.
