Is the bike marked with a serial number that matches any paperwork for the bike or your Mother's initials or anything that can prove that it's her bike? If so, then hell yes call the cops. If not, then there's no legal way to prove that it belongs to your Mom and not whomever is riding it.
 Sorry if that doesn't help, but a stolen bike isn't worth going to jail over. |
