Your 13.8 seems to be on par for the 245RWHP, but I find that 245RWHP number low for 99+ engine. Most of em DYNO around 230HP RWHP when stock. With your mods ... it should be higher.
Sorry I can't help out, I'm not much of a mechanic.... but I can drive the living hell out of them.
