Make sure the two lines are disconnected. I replaced one last year and both fitting that allow the nut to turn freely were siezed so I had to cut one line, and rotate the entire rack around the other one. The reason I did this was because the auto parts store was out of stock on the hoses.
I'd rather replace a head gasket then do another steering rack. Good luck and use lots of penetrating oil!
