I would say you absolutely did the right thing. I wouldn't want my dogs treated that way. There are better methods of training a dog than being mean to it. Besides a dog that is treated that way could decide to attack the owner if the owner goes to discipline the animal. That would not be good. It's good that you had the courage to report him.
