![]() I had the same problem on my 68. Didn't replace the fenders but the bolts had rusted shut on those special captive nuts. I ended up using a large flat head screw driver and prying the outer edges out a little and was finally able to to push one end in, turn 90 degrees and they popped out. Took me "several hours" and was a pain in the butt. New ones popped right in, turned them 90 degrees to correct position, but then had to lightly hammer the outer edges inward for a tight fit. Don't have a magic formula for removing them but it finally worked after lots of trial and error.
