Speaking from a welding experience I would put tiny weld tacks around the crossover tube. Then take the H-pipe off and weld it completely off the car. You will get a nicer weld than if you do it on the car. Whatever is easier for you. I am going to weld mine in a few weeks when I get home from school. A nice touch is high temperature paint when you finish the weld to prevent rust.
