I have never used a Torque Wrench when putting my drain plug back on... I don't have my manual with me at work, but if I were to guess, I would say between 5-10 Ft/Lb, you don't need it too tight, just snug enough to not allow it to loosen or leak... Now, for amount of oil, the book says 5Qts, but I have found that most cars don't follow guide lines. My car for example takes 6 Qts to get it to the full line, others I have seen only take about 4.5... I would just say add 5, then wait a few minutes then check the oil level and fill as needed to get it to the proper line on the dip stick.
