Actually, I think that it may be mostly driver. How consistent are your times? I have a buddy that pulls 13.5's with a nearly stock '00 GT (pulleys, T/A, Drag Radials, Cold Air, 3.73's) - okay - not too stock but certainly not Supercharged. Heck, 8.973 1/8 ET only means about a 14 flat in the 1/4. I would say a few more trips to the track will solve that SS problem (until he gets tired of getting whooped by a Mustang - it is a cold and vicious Stang, Camaro competition). Please take no offense, I am still a novice driver, too.
