I guess they can be coined as a header, but they are really more like a tubular manifold. They are Stainless steel, and suck *** for flow, better than the 84 and back cast iron manifolds, but nowhere near a real set of headers. 85-95 5.0's had tubular manifolds, I'm I'm almost positive 96+ 4.6's do too.
