Yep Canada controls most of the worlds oil. The only problem is that it is tar sand and not conventional oil. this makes it more difficult and expensive to get. Although more expensive, oil could still sell at US$10 a barrel and they could make money.

Harder to get because it is locked in a 150 foot thick seam of oily tar. Canada's strict environmental regulations have prevented any company from getting too big to recover more than 300,000 barrels a day.
