Before you go plunking down $1800 on the blower, I think you need to know more about what you're getting into.

What's the ProCharger model? P-1SC, the old P600-B? 3-core intercooler or 2? Oil lines or self contained unit? Why is the old man selling it? That would be my number 1 question.

Also, what's the compression of your 331? If it's too high, I wouldn't mess with a blower. And what kind of HP/TQ numbers is your 331 putting out now? What times are you running?

Yes, you will definitely have to upgrade your fuel system. All depends how much boost you're going to run. Pump, injectors, possibly rails, etc. will all have to be replaced.

As far as the tuning thing, again, it all depends. If you're keeping the wick turned down, a nice mild tune and you should be good to go. As with any high performance modification you have to expect some maintenance. From what I've seen at my local track and the guys I talk to, the head unit will last a long, long time. Belt slippage seems to creep up on guys that are running higher boost levels.

If you can answer some of these questions it will help us point you in the right direction.
