I wouldn't rough the surface of the yoke unless there is a noticable build-up of sludge or the like. Seems to me roughing it would just eat the seal up.

Maybe get a micrometer and measure OD of original yoke and new yoke.

Maybe the seal is leaking between the tailshaft and the seal. Did you put some Blue-Glue around outside of seal before installation?
