Fogging the engine for the winter?

Wait a minute, does all the oil in the cylinder/piston/piston rings necessarily burn away in the first place? I can see the logic of what happened to SN95Gt19, simply because the engine was never run, thus the oil not circulated, but for those that use their cars relatively often, you might think that's not an issue...
