Yes, no, and maybe. As always, it depends. You can achieve substantial improvement by porting (yes, like you described) heads, manifold, etc. without destroying them. The guys at Turboford.org can help you with more detailed advice on this stuff. Some people on there sell pieces already ported for very decent prices, and certainly much cheaper than buying headers and stuff like that new.
