here is a few things to try, the firs is remove the out line from the fuel pump to make sure that the pump is actuly flowing fuel through it. The next thing to check is the fuel filter, you may want to make sure that their is no blockage. And you will want to do the same with the in line to the fuel rail to see if their is fuel at that point. as for the reguilator on proper hook up call the place that makes it and get a instalation sheet for your regulator. to see what is the proper instalation prosidure. So as you can see you will have to start at the rear and work your way foward to see if your gettin proper flow. And one other thing that you will want to check is your fuel pressure reading.
