Couple of suggestions....

Doesn't sound like an idler pulley, but it wouldn't hurt to check. Sometimes they'll only squeal at a certain rpm.

Also, could be the wheel bearings. Jack up the car and grab the tire/wheel and try and rock it. It shouldn't have very much play.
