I interpret the "cover" to mean a fan shroud. Removing that will only hurt the fan function at low speeds. If indeed the cover is a fan shroud, I don't believe removing it will help higher speed cooling either.
Could be clogged a up radiator or heads that is the problem. In my experience, that is often the culprit when quick, easy fixes have no effect. I know that's not what you want to hear, but it is often true. Rev
