Yeah, they do, but as far as I know, for an established "real" business the penalties are pretty light (banning for TOS violations/neg feedback, etc) No real damage <read:BottomLine>

I'm no lawyer, but I think the dealership wouldn't suffer any really negative repurcussions unless maybe you were able to make it a local issue (i.e. contact the dealership areas local "on your side" type of tv news group for an investigation)
If you can make them look bad publicly, they will bend over backwards to appease you.
