I run www.stangonline.com - an all mustang auction website.

If that happened on my site, there really isn't anything that I could do to "force" someone to sell a product to someone else. What I WOULD do is look into banning that user from the auctions.

Ebay will quickly refer you to their feedback system and that's it.
They have too many things going on to spend time chasing sellers that don't follow through.
