here, u r not suppose to turn or enter another lane of traffic until it is "safe to do so". There is nothing written in there about other vehicle's having to be at the speed limit.
The racers were wrong, but the car should not have turned in front of them. They r both at fault, the first car for mis-judging the speed or just being in-experienced, and the racers for bad judgement. Ryan
