How come horsepower tv gained a very small amount of hp off a 70mm TB on a 97 stang?

One good thing about doing the little mods is that when you finally do get heads to fix the bottleneck, all those other mods will really work. Until then you just aren't getting what you could be from intake and exhaust mods.
