If you managed to get a carb tuned right with catalytic converters it should pass emissions as long as they don't know it's carbureted. Also alot of local regulations differ, here in washington state they check your car for any codes in the pcm, which with that would make you fail, some places have visual inspections and load tests which if not tuned perfect it may fail.
