What he did and has done before is unacceptable, he knew you didn't want him to do that and he did it anyway. Imagine if he actually got a hold of your car, drove it somewhere and crashed it, would he admit to it? Also, you need to start leaving the keys out of that car if you have him around, that's an invitation to have it stolen/messed with.
