Are there two dials on it with ports to plug in a DVOM? If so one dial should be idle and the other high speed. You will need to know Air/Fuel ratio or be able to measure Exhaust Gas Temp to be able to fine tune it. But you should be able to lean it out far enough to make it run. Obviously you will need to adjust it down as far as it will go if you are running that rich at idle.
