FIXED IT!
You were absolutely correct Capri306, thanks. The idiot who owned the car before me didn't even put on a gasket on the EVP sensor to the EGR valve so there was no seal, and as a result...no vacuum inside the valve. I had to buy a new EVP sensor for $20-something dollars, and a $1 EGR gasket and my car was driving and pulling better than ever.
