The 302 block does have smaller bolts (7/16" for the 302 / 1/2" for the 351, I believe?). The best way to solve that is to use new stepped ARP bolts. Edelbrock does make some stepped washers in order to use the old 302 head bolts with the 351W heads. Certainly no need to drill and tap the block.
