Really sounds like it is low on fluid... check the fluid level, and the color of the fluid and make sure it doesn't have a burnt smell.

While you're at it, make sure the vacuum line is hooked up in the back of the tranny...

I have checked the fluid and the level is fine. Color looks alright to me and not sure about the smell.

The vacuum line is hooked up on both ends, but the modulator valve looks a little beat up so i'm changing that out today. see what happens
