1) Some sandblasting places will come to your house. You could always arrange to tow it there and have them do it right then and there and then tow it back.

2)I live just outside of Toronto and I paid roughly $800US to do my entire car . Sandblasted, Soda blasted and epoxy primer. Inside and out.

4) If you can take a sample of your paint to a body shop they might be able to reproduce it.
Not sure what kind of paint in the US but you could go to napa to find the right black satin.
