I believe PayPal has refund guarantees and if you don't receive your merchandise after paying with a credit card your credit card company will typically refund your money and go after the seller for the money.

Don't depend on Pay Pal for anything. I got scammed by Tony C. Yang on Ebay for $650 for an Olympus camera, and paid thru Pay Pal. Since they couldn't recoup the money from him, I got nothing but terse replies from Pay Pal. I repeat, don't count on Pay Pal for anything.
