Check the fuse and replace it even if it looks good, just for testing purposes. Turn the windshield wipers on high or low (not intermittent), then pop the hood and locate the windshield wiper motor (it will be located on the firewall (drivers side). Grab a screwdriver, and with the handle end, moderately tap several times on the housing. If the wipers move, you need a new windshield wiper motor. If it doesn't move, check voltage to the windshield wiper motor to insure power is getting to it. If it's not getting power, you have a disconnect in the electrical somewhere, and you'll need to trace back the lines from the wiper motor.
