Have your tuner re-burn your chip with the rev limiter set to well above your intended limit (7000 like you say). Then use the soft rev limiter of the MSD to control.

Rev limiters are NEVER a good idea on the snow. I HIGHLY recommend what Jeff said, and I'd also throw a window switch on her that kills the snow about 200 RPM before the soft touch rev limiter.
