It may be the contacts in the horn ring, or the horn ring may be loose.

thanks but I have checked that and it all looks good. I should also mention that I had to replace the steering wheel. ever since I did that I started with this problem. I was told that maybe i should pull the steering out a little, but Iam a little hesitant to do that.

What I eventually had to do on my '66 was to use the horn lead as a signal to a "new horn relay" that activated my new auto supply horn. Not exactly concourse correct, but it works perfectly and is very loud.

my 61 galaxie had that problem the ring was shot/bent and i changed the spring..also idk if its the same set up but there was these little tabs that hold and lock in the horn to the streeing wheel if thoes are brok it may cause that too
