i' figured it out......it's a two piece eccentric, it and the timing set is for a late70's early 80's 302...
so the set i recieved is the correct set for my 289, but the cam sprocket wouldn't let the eccentric outer ring spin freely.
so i returned that set and purchased a rollor set they had in stock
good to go.
