Push the lever forward.
It will click and stay in that position.
Your brights are now on.
Pull the lever back and it will snap back to the "original" position.
Your brights are now off.

If the lever is in the originial position and you pull back, then your high and low beams are on. This is more used to flash your brights quickly, not to keep them on.

This is how all of my family's Fords have worked.

GM brights work the way you described.
