If your friend was interested in the least expensive way to get some performance out of the 2.3 beastie, it'd be to yank it, and slap a good 2.3 Turbo w/intercooler in there out of a late model Turbo Coupe, Merkur XR4Ti, or an SVO. With some slight mods, they can be pretty damn quick. He will also be able to keep the drivetrain, due to the lighter torque load of the 4cyl, vs the V-8.
