It sounds to me like your return spring is connected to the wrong place. The spring should be connected such that it never crosses over the shaft centerline, if goes from the top of the shaft to below the shaft it will then be pulling the throttle open instead of trying to close it. The spring is usually connected to the very bottom hole in the lever and runs to a clip on the intake or the back bolt of the carb.
