I would try and do as much work as you can first like Ron did. Removing parts and making it simpler on the paint shop will drop the price. You could also start shopping for either a good used set of doors or at least some good door skins.
I also would look at the rest of the car and see if there is any more rust. On that rear quarter panel make sure that the drain holes are not clogged up to allow water to drain.
