Well I will try and answer some of the questions:
First, you will just need to see if someone close to you does plating, maybe in Houston because I have heard the original bumpers are a better quality than repro's. It will probably come down to cost.
Second, most carpets I have seen just have the sound deadening insulation under the carpet. If I were installing new carpet I would change this and use a better insulation than the stock that does not hold moisture. This leads to the rust problem, and I would glue on the edges as well as spots in the middle ares just to keep it from pulling up when you vacuum.
Third, you should replace the floor boards but if not try the rust restoration kit from POR15, this stuff really works.
As far as local parts the only one's I can think of is Texas Mustang Parts-Waco and John's Mustang parts.
