Also, if the pump should be bad, could I install an after market pump externally without having to drain 15 gallons of fuel and dropping the tank to change the old one?

No you have to pull the tank to change the pump or take the one out if it is bad to use an external pump and you will need a different pickup tube. you can use an external pump to boost the fuel flow if the pump in the tank is good.
