I year ago I purchased a video card that has Video Capture capabilities. If you don't want to spend the money for a new card, then buy a Dazzle. I use a 3dfx Voodoo 3500 w/ TV out, but another one is the ATI All-in-Wonder-Pro. To edit the video I use a program called Ulead Video Studio 5.0. With this program you can, capture the video (with a capture device), edit a clip, put several clips together, use transitions, use special effects (ie negative, blur, mosaic, etc), add titling, music, and voice. Then you can export them to Mpeg 1, Mpeg 2, Real Audio, Quicktime, or Windows Streaming Media.
