I think they are used when mud gets on the head lights, just a thought.

Mods: Dirt covered engine compartment. (For stability, it's a very complicated science..so don't ask.) Torn, taped up air filter. Lost air filter housing.(Less weight..so I can go faster.) I bought the car used with all this and more! What a bargain!.....lol
