While I've had similiar concerns in the past, the fact that the 99-00 engines are putting out much better numbers and that the exhausts are much less restrictive stock, I think you'll be fairly safe as long as you go for an X-pipe with cats...
I have spoken to several users of the exhaust, and responses have ranged from absolutely no torque loss felt to a small loss in torque but a better gain in horsepower. To be sure to keep some of that torque and to keep the smog man happy, I would go with the x-pipe with cats. I have yet to hear someone dissatisfied with the mod....
