The only intake for the 4.6 2V is the FRPP intake and its something like $1500 or something.
He could score a set of new/complete PI heads for around $570. They should add a firm 35HP and really help abouve 4000 rpm. If he wants to get serious about the head swap, there is a nice installation article on www.tccoa.com that should cover most of what he needs. He could always go for pulleys and a MAF.
