Removing the cats on any car is a federal offense.

Federal law dictates a $10,000 fine. It doesn't matter if you are in an emissions testing area or not. Whether or not the fine is really issued or a fixit ticket is another deal.

Many people run them, 99% get away with it. I'm not gonna chance it I don't think, plus when I got my hi-flow there was emissions testing in the Twin Cities metro. Not any more, but why take the risk?
