I had the same problem on my '79 Mustang except that sometimes the headlights would go out completely instead of just flickering. It was caused by a faulty indicator switch (in the steering column). If I recall, since I haven't had the '79 for a number of years, was that the brights and turn signals were on the same stalk. I picked up a replacement from the junkyard which solved the problem.
