It's never clean enough!

I got my tires mounted and balanced today(93 Cobra wheels, 245's). Came back and tried a test fit with the back wheels. The ony spot that rubs the tire is the quad shock. I haven't tried flipping it yet, I'll try that tomorrow. If that doesn't work, could I just remove my quad shocks?? Will I still pass inspection?? What problems might I run into without quad shocks?
I would look into spacers but they are illegal in the great state of PA so I have to find another way to make these wheels fit.
