Default Surge Problem

Hey guys, Just built a 347, and got a surge problem, When I`m at wide open throttle, its pulls like a freight train. But when I`m cruising around town, it bucks and kicks like a mule. Got 30lbs injectors, and stock for now pump, (just bought one), got a 190lph pump, and a adjustable regulator, just wondered if that is the problem. Cam is 544 Intake, 573 Exhaust, 238Dur @.50, 248 Exhaust. 70mm TB, and 75mm MAS, TF U/L. So if anybody knows or delt with this problem, please help me with this, Thanks alot for your time...
